　　中国中部投资贸易博览会（简称“中部博览会”）是经国务院批准、由商务部等国家部委局和中部六省人民政府共同举办的重要的国际性的经贸交流合作平台，举办中部博览会是落实中部崛起战略的重要举措。第一届中部博览会2006年在湖南省成功举办后，迄今已在中部六省轮流举办了六届，办完了一轮，在国内外产生了广泛而深远的影响，得到了广大客商高度好评。本届中部博览会是第二轮的开始，根据商务部的决定，从本届起，中部博览会由申办制改为轮办制，按照第一轮承办的顺序在中部各省轮流举办。因此，中部博览会第二轮举办又从湖南省开头。

　　Central China Investment and Trade Exposition (referred to as “Central China Expo”， approved by the State Council， is an important international economy and trade exchange and cooperation platform co-sponsored by Ministry of Commerce and other more then ten Ministries and Bureaus and the People’s Government of six provinces in Central China， which is a significant measure for implementing the Rise of Central China Strategy. Six Expos have been held in six provinces of Central China since the first Expo Central China was held successfully in Hunan Province in 2006， which has a far-reaching influence at home and abroad and is highly praised by clients and customers. This Expo is the beginning of the second round. Expo Central China will be held in alternate system instead of application system from this Expo according to the decision made by Ministry of Commerce and held in turns as per the sequence of the first round. Therefore， the second round of the Expo starts from Hunan province.

　　自2006年中央作出实施促进中部地区崛起的战略决策以来，中部六省抢抓机遇，乘势而上，加快发展的积极性、主动性和创造性进一步增强，发展活力竞相迸发，呈现出经济持续快速增长、社会全面繁荣进步、人民生活明显改善的良好局面。经过“十一五”快速发展和“十二五”良好开局，中部地区在全国区域发展格局中的地位进一步提升，中部地区已经步入了加快发展的新阶段，进入了加速崛起、全面崛起的新轨道，站在了转型跨越的新起点。中部博览会作为落实中部崛起战略而打造的国际性经贸交流合作平台，为促进中部地区发展发挥了重要的作用。

　　Opening up and Development in Central China enters a new stage

　　Since the implementation of the Rise of Central China Strategy made by the central authorities， six provinces in Central China seize the opportunity and strive to accelerate development actively， positively and innovatively and show development vigor， which presents a good situation， such as economic growth fast and rapidly， social progress and prosperous and progress comprehensively and improving people's livelihood. Through rapid development in 11th Five-Year Plan and the good beginning at the 12th Five-Year Plan， Central China's status is upgraded in China regional development pattern and Central China has entered into a new stage toward fast development and a new step towards rising quickly and completely， being a new start for transformation. As an international economy and trade exchange platform for implementing the Rise of Central China Strategy， Expo Central China has been held in Central China alternately since it was held successfully in our province in 2006， which has obtained a high reputation from clients and customers at home and abroad and had a profound influence， thus playing a vital role in Central China development.

　　大会主题。第七届中部博览会以“开放崛起，绿色发展”为主题。开放崛起，就是切实把改革开放作为加快转变经济发展方式的强大动力，把扩大开放放在更加突出的位置，利用中部博览会平台，提高利用外资水平，承接国际产业转移，加快走出去步伐，发展内陆开放型经济，提高中部地区国际化水平。绿色发展，就是切实把“两型社会”建设作为加快转变经济发展方式的着力点，通过举办中部博览会，促进形成有利于“两型社会”建设的产业体系、生产方式、消费模式、技术手段和体制机制，促进经济社会发展与人口资源环境相协调。

　　Theme. “Open-up Rising， Green Development” is the theme of the 7th Expo Central China. Open-up Rising means we will take reform and opening-up as a powerful force to speed up transformation of economic development pattern， focus on expanding opening-up and utilize this Expo platform so as to attract foreign investment， undertake international industry transfer， speed up the step of “going out” strategy， develop inland open economy and improve international level of Central China. Green Development means we will take “Two Oriented Society” construction as a focus to speed up transformation of economy development pattern to push forward to form industry system， production mode， consumption pattern， technical means and institutional mechanism in favor of “Two Oriented Society” construction through the Expo， improving the coordination between economic and social development and population， resources and environment.

　　规格规模。第七届中部博览会将邀请党和国家领导人莅临指导、邀请境内外各界嘉宾1万人左右参会。

　　Size. The 7th Expo Central China will invite about 10， 000 important guests and merchants including VIPs such as Party and state leaders， domestic and overseas political leaders， executives from World’s Top 500 Enterprises and China’s Top 500 Enterprises， executives from international financial institutions and so on.

　　湖南，位于中国南方中部，因地处洞庭湖以南而得名"湖南"，又因境内最大河流湘江而简称"湘"，处在南中国沿海开放带和长江流域开放带之间。湖南承东启西、贯通南北、通江达海，形成了现代立体综合交通网络，铁路、公路、航运、航空等交通发达。

　　Hunan is located in central south China. It lies to the south of the famous Dongting Lake， hence got the name Hunan， which literally means south of the lake in Chinese. It is also called Xiang for short， named after its longest Xiang River. Hunan is also situated between south open costal areas and the Yangtze River opening areas. Hunan has access to important rivers and seas while linking up adjacent provinces. It has a modern integrated transportation network， including convenient railways， highways， airlines as well as shipping ways.

　　湖南物产富饶，俗有“湖广熟，天下足”之谓，是著名的“渔米之乡”。粮食、棉花、油料、苎麻、烤烟以及猪肉等均位居全国前列。其中，稻谷产量多年为全国之冠，生猪出栏居第2位，烤烟居第4位，粮食居第6位。湖南山川秀丽，名胜古迹众多，旅游资源极其丰富，是我国风景名胜资源多的省份之一，也是海内外闻名的旅游胜地。张家界、岳阳楼、岳麓书院、橘子洲头、南岳衡山、韶山、马王堆汉墓等一大批风景名胜饮誉中外。湖南矿产丰富，矿种齐全，是驰名中外的“有色金属之乡”和“非金属矿之乡”。

　　Hunan province is rich in natural resources， known as the custom that if "both Hunan and Hubei provinces have good harvests， then Chinese people would have enough food to eat"， it is famous for “its flourishing rice and fishes”. Grain， cotton， oil plants， ramie， tobacco and pork are ranked at the forefront of China， among them， the yield of grain has been the first in China for many years， slaughter of pigs， flue-cured tobacco and grain is ranked at the second， fourth and sixth in respective. Hunan is abundant in mineral resources， with complete mineral species， is the famous place of "nonferrous metals" and "non-metal minerals".

　　湖南工业体系完整，有近30种工业产品产量居全国前10位，已基本形成10大优势产业集群和77个初具规模、各具特色的工业园区。战略性新兴产业发展势头良好，机械、石化、有色、食品、电子信息产业相继跨入千亿产业，国家级高新区、经开区、出口加工区达到10 个。湖南商贸、物流、动漫、出版、旅游等服务业快速崛起，产业发展配套服务能力较强。

　　Hunan province owns complete industrial system. The output of nearly 30 kinds of industrial products in Hunan has reached the top 10 in China. And it has basically formed 10 top advantaged industrial clusters and 77 industrial parks with primary scale and various features. Emerging industries with strategies develop well， these fields such as machinery， petrifaction， non-ferrous metals， food and electronic information are listed as the industries with RMB hundreds of billions Yuan， and accordingly， state-level high-tech industrial development zone， economic development zone and export & processing zone have reached 10 already. Its service industries have achieved rapid rising in business trade， logistics， animation， publishing and tourism and so on， and the matching service capability of industry development is also stronger.

　　近年来，湖南大力推进“四化两型”建设，经济保持平稳较快发展。2011年，全省实现地区生产总值19635亿元左右，增长12.8%；城乡居民人均收入分别为18844元和6563元，分别增长13.8%和16.7%。投资、消费、出口协调拉动，固定资产投资突破万亿，达到1.14万亿元，增长28%；社会消费品零售总额6800亿元，增长17.8%；进出口总额186亿美元，增长27%。

　　In recent years， Hunan province vigorously promotes the construction of the “Four modernizations Two Types” and its economy maintains steady and rapid growth. In 2011， the province's GDP was about 1.9635 trillion Yuan， achieving an increase of 12.8%; per capita income of urban and rural residents was respectively 18，844 Yuan and 6563 Yuan， increasing 13.8% and 16.7% respectively. Investment， consumption and exports coordinated to promote the economy. Investment in fixed assets exceeded trillion and reached 1.14 trillion Yuan， achieving an increase of 28%; social retail goods reached 680 billion Yuan， increasing 17.8 percent; imports and exports totaled $ 18.6 billion， achieving an increase of 27%.

　　湖南综合科技实力位居全国前列，在湘院士40多位，国家（部）级重点实验室24个，国家级工程技术研究中心12个，银河系列巨型计算机、磁悬浮列车、碳/碳复合材料、杂交水稻等一批科技成果达到国际先进水平和国内领先水平，科技对经济增长的贡献率达52%。在校大学生数和研究生数均居中部地区第二位，各类人力资源十分丰富。

　　Hunan’s comprehensive science and technology strength ranks among the first level in China. There are more than 40 academicians， 24 national (ministerial) key laboratories and 12 national engineering technology research centers in Hunan Province. A group of science and technology achievements have reached the international advanced level and domestic leading level， including Galaxy-series supercomputers， maglev trains， carbon/carbon composite materials， hybrid rice， and so forth. The contribution rate of science and technology to Hunan’s economic growth rate is 52%. It has rich human resources. The number of college students and postgraduates takes the second place in Central China.
